The COVID-19 pandemic has altered the balance of power between China and the US, and caused considerable problems to democracies in handling this crisis. These combined effects raise the question of regime capabilities in addressing global crises. This article examines the political and geopolitical dimensions of the COVID-19 pandemic and provides policy options for greater multilateral cooperation.
